In May of 1977 a small group of Hull Daisetta citizens started Hull Daisetta Volunteer Ambulance Service (HDVAS) a 501C-3 non-profit organization. In 1997 the current Board of Directors and Executive Director were put into place and started making profound changes and set a new direction for the organization. With continued growth and expansion and the volunteers becoming paid staff the Board of Directors of HDVAS elected in 1998 to change the name of the organization to Liberty County Emergency Medical Services, Inc. This name change reflected the true image of what the organization had become as well as where it was going. It is still the same 501C-3 organization that was founded in 1977. Even though the new registered name is Liberty County Emergency Medical Services, Inc., we typically go by the name of Liberty County EMS. for abbreviated purposes. There have been a lot of exciting and positive changes since 1997 starting with a new board of directors. They are as follows:

MIKE KOEN President/CEO/Executive Director
Mike started at Hull Daisetta Volunteer Ambulance Service 13 years ago. Mike attended Louisiana State University and Nichols State University. He worked for a large oilfield manufacturing company in Houston where he held positions in assembly, service, sales and management. He was also the Fire Chief/Safety Team Leader for the company. During this time he volunteered for Brookshire/Pattison EMS for several years. Mike owned a fire and safety training company before taking his current position. He is an EMT and holds a Master Industrial Fire Instructor Certification with the Texas A&M Fire School as well as other EMS Certifications. He lives in Hardin.
DON NEYLAND 1st Vice President
Don has been with the Liberty County Sheriff’s Department for the Past 19 years. He currently holds the position of Sergeant Investigator. He has held the positions of Patrol Officer, Patrol Sergeant, Captain of the Criminal Investigator Dept. and under the prior Sheriff, Chief Deputy. Don was also the President of Hull Daisetta Volunteer Ambulance Service several years ago when it was still all volunteers. He lives in Daisetta, Texas.
MIKE TEMPLETON 2ND Vice President/Senior Supervisor
Mike graduated 1st in his paramedic class from San Jacinto College and received the outstanding Paramedic Award. He is a just few hours away from his associate’s degree. He has been a paramedic and with this organization for the last 18 years. During that time he has been a Paramedic on shift, a Supervisor and for the last 13 years has been the Senior Supervisor. He holds certifications in Advanced Cardiac Life Support (ACLS), Pediatric Advance Life Support (PALS), International Cardiac Life Support (ICLS), and is a CPR/First Aid and EMS Instructor. Mike lives in Hardin, Texas.
CRAIG RINGER 3rd Vice President/Shift & Fleet Supervisor
Craig earned his Bachelor of Science Degree from Sam Houston State University in 1984. Craig worked for the Hardin ISD where he held the positions of Agriculture Teacher and Business Manager. Craig’s last position was Superintendent. After becoming a board member in 1997 he became an EMT and started working part time for Liberty County EMS. In March of 2007 he came to work full time for Liberty County EMS. This past year Craig became a Licensed Paramedic. Craig lives in Hardin, Texas. He holds ITLS, ACLS and PALS Certifications and is an EMS Instructor and a CPR/First AID Instructor.
DANA PITTMAN Secretary/Treasurer
DANA earned her Bachelor of Science Degree from Sam Houston State University in 1980. Dana then worked as a veterinary technician from 1981 to 1987. She decided to go back to school and in 1992 earned her R.N. Degree from Lee College of Nursing. She immediately started working at Liberty Dayton Community Hospital where she works in the Emergency Room. Dana lives in Hardin, Texas.
Dr. MARLO BRAWNER Medical Director
Dr. Brawner is a board certified Pediatrician. She graduated cum laude, from the University of Southern California in 1994 with a B.S. Degree in Exercise Science. In 1998 she graduated from the University of California, San Diego with a M.D. degree. She finished her pediatric residency at the USLA Medical Center in 2001. In 2003, she relocated to Livingston, Texas to start a pediatric clinic. In 2006, she became the Medical Director for Liberty County EMS. She has a Pediatric Clinic in both Livingston and Cleveland and is affiliated with Cleveland Regional Medical Center and Memorial Medical Hospital, Livingston.
VACANT BOARD POSITION
Liberty County EMS is dedicated to the advancement of cutting edge medical therapies. Through education and innovation we provide the patients that we serve with the latest advancement in medical technology. Our mission is to meet, and where possible, exceed the standard of care. We utilize the most advanced and highest quality equipment. We use the latest medical management guidelines that are research based, meaning that the treatment methods have been proven by other sources, to be beneficial to the patient. Our employees are held to a very high level of education and are required to maintain certifications in numerous advanced levels of care and treatment. To ensure their training meets this level we do in house training and we also utilize other training sources which includes local colleges. We embrace the fundamental concept that paramedic care is the doorway to healthcare and that the care that is delivered to the patient is essential to the patients outcome. We have a comprehensive quality assurance and quality improvement program.
We have three EMS Stations that are staffed 24 hours a day. They are in Dayton, Daisetta and Moss Hill. We have a posting station at Liberty Dayton Community Hospital in Liberty. We utilize this station when we shift an ambulance to a central location or we utilize a 12 hour ambulance and crew. At Dayton, Moss Hill and Liberty stations we store a limited amount of supplies. The majority of our supplies are kept in our big supply room at station one in Daisetta. Station one is also our main office for all office personnel and it is where the supervisors have their offices.
We use the accounting firm of Swaim Hannigriff & Associates CPA to monthly reconcile our statements and furnish the necessary reports for compliance with the government and financial statements needed for our board.
We utilize a third party billing service to do all of our billing and collections. We bill what we feel to be a reasonable fee for the service we provide. We do electronic billing and continuous quality assurance which makes our collection process very efficient. Our Board of Directors have unanimously agreed not to use any form of collection agencies or overzealous methods in our collection process. Because we are allowed to be flexible in our collections we do have the ability to give large reductions with very easy payment terms or in certain cases write offs. We are seriously considering a membership program for eligible participants.
Currently our fleet consists of 10 Frazer built ambulance bodies which are self contained with Onan generators. Seven of these units are mounted on Dodge 3500 chassis, two on Chevrolet 3500 and one on a GMC 4500 chassis. Here at Liberty County EMS we have developed a preventative maintenance program using local vendors to insure a quality operable fleet and reduce down time. All units are washed daily, stocked daily, thoroughly safety inspected daily and completely detailed once a week. A complete maintenance, mileage and fuel log are kept on each unit to maintain a quality operating fleet. Using local vendors develops relationships with our medics and supports the local communities we serve. |
